Write whole story from his perspective, to where it makes sense to the reader. Make him someone who views himself as making "the hard choices", resulting in him doing truly terrible things for what he believes is the greater good. Emphasize his health problems, and get the audience to empathize with him.

Character: Idealism corrupted by pragmatism and desensatization to horror.
